POLICY & PROGRAMMES DEPARTMENT MANAGER


Job Purpose :

The position is responsible to provide operational and strategic leadership to the Policy and Programmes Department. In addition, the incumbent will liaise on development of e-Government implementation, be a member of e-Government PMO team, develop project calendar and guidelines on systems, architecture, data security and privacy; propose quality assurance guidelines and metrics and provide inputs to Government IT Platform technology plans.


Experience Required
:

The ideal candidate should have Degree level education and 8 plus years experience in IT roles, 3 of which should include strategic planning activity, and 3 years should include formulation and enforcement of standards and policies or similar relevant experiences. Knowledge of IT architecture principles and standards; IT technologies, trends and research, plus knowledge of public service IT space required.

PROJECT MANAGER - PUBLIC KEY INFRASTRUCTURES

Job Purpose :

The position is responsible to plan, manage and report on the project of National Public Key Infrastructure (PKI), which is part of i-Gov programme. The objective of the project is to achieve transparency and improve PKI governance and services, and enhance internal efficiency. The incumbent will participate in managing the National PKI project in line with Qatar's strategy; influence i-Gov in executing its charters and project objectives; clarify and communicate the i-Gov approach to stakeholders, and report progress and issues.


Experience Required :

Graduate level education in Computer Science or Engineering; 5 plus years of experience in project management; Extensive experience in PKI design and implementation, exposure to architecture and operation and management of PKI platforms, PKI operating standards (e.g. FIPS - 140), PKI architectural design, and CA life cycle management and integrating CA with other applications. Expertise in PKI technology especially Entrust solution, VPN, Identity Management, LDAP. General knowledge of IT Infrastructure, especially IBM products, Security and Policy (e.g. ISO 27001) and IT Service Management (e.g. ITIL). Certification in PMP and ITIL and knowledge of Arabic language is desirable.

SOLUTION/TECHNICAL ARCHITECT

Job Purpose :

The position is responsible to maintain the IT Architecture and Standards blue-print; coordinate, develop and maintain the enterprise architecture methodologies and techniques, IT standards and guidelines for government wide use.

Experience Required :

Graduate level education in relevant field with 5 plus years experience in solutioning/architecting role, with wide ranging, hands-on exposure to IT architectural concepts, technical solutions for IT hardware and operating systems, COTS applications, internet tools, networks, database, web services and computer security. SOA/EA architecture and exposure to EA frameworks such as TOGAF, Zachman is a must. The candidate needs to be fluent in Arabic language. Experience in the public sector, previous experience in e-government projects, PMP and ITIL certification are desirable.
