Interconnect Specialist 

Position purpose:  The position is responsible to own and execute Interconnection Management functions according to the policies set by the Regulatory Policy and Planning Unit. Day to day responsibilities would include operations of the Interconnection Unit; manage, facilitate and review interconnection negotiations and agreements between operators; monitor operators interconnection practices; raise violations of agreements; forward appeals against penalties to appropriate authorities; develop amendments to anti-competitive practices catalogue; monitor international best practice and WTO guidelines; develop catalogue of penalties

Experience required: The candidate should have a BS in Electronic/Telecommunication Engineering or equivalent; minimum 3 years experience in Interconnection Management. Should have experience of Interconnect preferably within a Radio regulations or Telecommunication environment. Knowledge on computer aided technique for Interconnect; excellent communication and interpersonal skills with proficiency in MS office.

Numbering Engineer

Position purpose: The position is responsible to own and execute Numbering functions according to the policies set by the Regulatory Policy and Planning Unit.  Key responsibilities would include day to day operations of the Numbering Unit, obtain current numbering plan, review existing numbering plan, coordinate changes to numbering plan with international and regional bodies; establish procedures for the allocation of numbering resources; monitor efficiency of number usage by operators, liaise appeals with the Legal Unit; ensure number portability and monitor compliance. In addition the candidate will develop standards and guidelines for number portability in coordination with operators.

Experience required: The candidate must have a BS in Electronic/Telecommunication Engineering or equivalent;  minimum of 3 years experience of dealing with Policy and Process coordination preferably with a government agency and private Telco companies globally. The candidate must have experience of all aspects of Numbering, preferably within a Radio regulations or Telecommunication environment.
