William Fagan is the Executive Director of ictQATAR's Regulatory Authority. A 2006 Emiri Decree gave ictQATAR the authority to regulate the country's telecommunications market as well as accelerate the transformation of Qatar into an information-based society.

Fagan's team is responsible for implementing policies that promote competition in the telecommunications sector. As the country prepares to welcome new providers to compete for mobile and fixed line licenses by 2008, the Regulatory Authority will oversee the consultation and licensing processes.

Before joining ictQATAR in 2006, Fagan was Chief Legal and Regulatory Officer at Chorus Communication Limited in Dublin, Ireland. He has also held a number of key positions on telecommunications/broadcasting industry groups. He has served as Chairman of the Irish Telecommunications Industry Regulatory Affairs Committee and was a member of the Governing and Managing Boards of ICT Ireland and the Irish Business and Employees Confederation Policy Advisory Group.

Prior to working in the telecommunications industry, Fagan had a long career in public service in Ireland. In addition to his telecommunications experience, Fagan had statutory responsibility for regulating a wide range of sectors including financial services, food sector, and consumer rights.

Fagan holds Bachelor of Commerce (B.Comm) and Master of Public Administration (MPA) degrees from University College Dublin (UCD).
