Job Purpose :

To develop, manage and oversee the day-to-day operations of the strategic government IT planning unit and monitor strategic master plans at the Government Information Management Office (GIMO).


Primary Tasks and Responsibilities
:


- Develop/maintain the projects and strategic plans for GIMO

- Fulfill the role of Project Management coordinator for GIMO

- Centralize contract, maintain vendor registry and manage vendors

- Develop and maintain GIMO budget

Knowledge, Skills and Qualifications :


- Degree level qualification in IT, Business Management or related field

- 7 years work experience at an IT-related job, 4 of which include strategic planning and program management

- Planning and portfolio management skills

- Fluent in spoken and written English, Arabic is an advantage

- Experience in the public sector and/or e-government projects highly desirable

 IT Architecture specialist


Job Purpose :

To support, plan and implement IT architecture.


Primary Tasks and Responsibilities :


- Support planning of short/long term system and technical architecture

- Prepare and maintain guidelines for systems, technical architecture and standards

- Support enforcement of architecture and standards across government agencies

- Research the technical impact of new requirements on existing infrastructure


Knowledge Skills & Qualifications :


- Degree level qualification in IT with focus on technical domains

- At least 4 years experience in IT Architecture and Standards

- Extensive experience in IT technologies and trends

- Excellent English language skill is essential

- Arabic language skills will be an advantage

- Experience in the public sector and/or e-government projects highly desirable

IT Strategy and planning specialist


Job Purpose :

To develop, support, and implement strategic plans in compliance with the master plan and prepare budget for the Government Information Management Office (GIMO).


Primary Tasks and Responsibilities :


- Identify trends in e-government and undertake research

- Assist in performing the PMO coordinator for GIMO

- Assist in developing business cases for new technologies and projects

- Prepare and maintain GIMO budget


Knowledge, Skills and Qualifications :


- Degree level qualification in IT, Business Administration or related field

- 6 years work experience in an IT-related job, 3 of which in a planning role

- Planning and Portfolio Management skills

- Fluent in spoken and written English, Arabic is an advantage

- Experience in the public sector and/or e-government projects highly desirable

Architecure and standards section manager

 

Job Purpose :

To plan and oversee the long-term establishment of a government-wide IT architecture and standards capacity, infrastructure and architectural plan.


Primary Tasks and Responsibilities :


- Plan long-term systems architecture and capacity for the Government IT

- Translate government and system requirements into technical architecture.

- Establish guidelines for architecture and compatible standards

- Enforce architecture and standards within ictQATAR and the government

- Track and maintain current state of systems integration and interoperability

- Assess investment decisions in system architecture and plan capacity extensions


Knowledge, Skills and Qualifications :


- Degree level qualification in IT, focus on technical issues

- Sound understanding of technology trends and innovations

- At least 10 years experience in IT roles, 4 of which should include setting/enforcing IT architecture or similar experiences

- Expert in IT technologies

- Excellent English language skill with Arabic being an advantage

- Experience in the public sector and/or e-government projects highly desirable

Project manager, Government Information Management Office


Job Purpose :

Plan, manage and report on the progress of user charters projects of the e-government program.


Primary Tasks and Responsibilities :


- Define requirements, project approach and charters objectives

- Project planning, budgeting, staffing, scheduling, implementing and trouble shooting

- Monitor project progress and track milestones and deliverables


Knowledge, Skills and Qualifications :


- Bachelor's degree from a recognized institution in ICT or Business Administration

- 10 - 12 years proven experience in project management

- Experience in preparing business case analysis and modeling

- PM certification is highly desirable

- Excellent English language skill is essential

- Arabic language skills will be an advantage

- Experience in the public sector and/or e-government projects is highly desirable

Knowledge managment section manager


Job Purpose :

To develop a government-wide knowledge management strategy and an incentive model for IT staff in government agencies for knowledge sharing.


Primary Tasks and Responsibilities :


- Develop government-wide knowledge management strategy and manage knowledge database

- Develop incentive model for Government IT staff to share knowledge

- Establish and update knowledge management guidelines

- Research, develop and operate content collection model


Knowledge, Skills and Qualifications :


- Degree level qualification in IT, Business Administration or documentation science

- Understanding of other IT units' knowledge needs

- Liaising effectively with other IT specialists within the government

- At least 8 years of work experience with knowledge management

- Very good understanding of specialized Knowledge Management IT systems

- Excellent English language skill is essential

- Arabic language skills will be an advantage

- Experience in the public sector and/or e-government projects highly desirable
