In its role as regulator, ictQATAR will build the legal and regulatory framework for the ICT sector. The framework will include all required legal and regulatory instruments for liberalization, consumer protection and dispute resolution, including laws, bylaws, regulations, licenses, formal decisions, and administrative orders and procedures.

Within the mandate, we will establish all technical policies, standards, and practices to promote an efficient and technologically advanced sector, including allocation and management of radio spectrum and national numbering.

ictQATAR is in the process of determining detailed and explicit rules regarding the structure and number of licenses to be issued. We are committed to a rulemaking process that provides predictability and certainty.

After new providers enter the market, they will be heard in the rulemaking process to ensure market fairness and market efficiency.
